his job on the side involved the world's oldest profession. dozens of local liquor store owners believe they are being unfairly targeted. thousands of the state's wealthy are pulling up stakes, but is it because of taxes? >> good evening. of baltimore city firefighter is in jail tonight, charged with running a prostitution ring of a southwest baltimore row house. >> kai reed is live downtown with this story tonight. >> the firefighter was charged in a separate prostitution case to years ago but kept his job, but now he and coit are in trouble again. amar simmons has been a baltimore firefighter since 2002 but prosecutors say he has also been working in the prostitution

business, too. >> we found handguns, a small amount of marijuana, and various letters and documents that would suggest that an online prostitution and human trafficking operation was being conducted from the location. >> detectives had been investigating simmons and kuwait since last year. -- simmons and coit. an informant told them they had a three-six girls working for them as prostitutes at any given time, either at the warehouse are at several hotels in the baltimore area. this is not the first time they have been in trouble with the law. both were arrested after arranging a prostitution meade up two years ago. they were given probation before judgment and a fine.

our department spokesman kevin cartwright explained why simmons kept his job after that 2010 case. >> the outcome of the case by the judicial system -- it would have to be a guilty plea. that is how we would proceed with our penalties in this position. >> charges from the 2010 case against coit drop, but he does have previous convictions for robbery and assault. simmons has been suspended from the vertebra without pay pending the outcome of the investigation. >> the baltimore city fire chief may be getting a pay raise. that possibility is sparking outrage among the rank-and-file. mayor stephanie rawlings-blake is expected to make the request tomorrow. she said that are chief james

clack deserves the raise because of the recent drop in fire fatalities. two city bar companies were shut down because of a budget gap and a third is to close this fall. >> this is a slap in the face to every man and woman in the baltimore city fire department. how can you possibly accept a raise when you've told your members there are no raises? how can you yourself accept a raise? >> we are told the mayor will also request that chief black received a contract extension. receive akiev contract extension. >> the 14th officer to be sentenced before the final officer is set to be in federal

court sometime next month. >> a man suspected in a hotel shooting in downtown baltimore. detectives say this man shot a 21-year-old victim in the leg and saw a hotel room on ease larboard street round-the-clock on the night of june 30. the victim's injuries are considered non life-threatening, but anyone with information is asked to call the police department. we now know the name of the man whose body was found in the park heights neighborhood over the weekend. investigators suspect according eric brown was shot and stabbed to death and suffered injuries to the head, shoulder, and torso. there is no word on a suspect or motive in the case. >> city business owners fear a proposed zoning change will put them out of business. kerry cavanaugh is live in north

baltimore with the latest. >> officials tell us there are about 300 liquor stores in baltimore city, about a third of which are located in residential areas. now several city agencies want to change the loopholes that allow liquor stores to operate in neighborhoods, all in the interest of making those neighborhood safer, they say. >> he caters to divert clientele at his mount vernon liquor store. his father started the business 45 years ago when he emigrated from korea. the city estimates that 90% of neighborhood liquor stores are owned by korean americans. the new zoning proposal would make that business model obsolete. >> it is their retirement. you cannot just take that away with no compensation. >> poor public health outcomes

and more violent crimes are associated with these neighborhoods that have concentrations of liquor outlets. >> he says stores like his villain need in the neighborhood, often operating despite criminal activity. >> people that are brought up in that environment are not going to change because there is no liquor store. >> hundreds of customers are angry with the idea of losing the only store they can all too. >> the whole idea is convenience. i think it's horrible what the city is doing to our communities. >> joseph says the 105 stores affected would have the option to change their licenses if they change the format or move. >> we are trying to put together some resources from the small business resource association to do that. >> councilman pete wilson says the red tape would make it impossible for storage to

not helped. >> the study looked at the migration of wealthy residents between 2007 and 2010. that is during a time when the general assembly passed a millionaire's tax, which expired in 2010. >> we need to reverse course with regard to our tax policies, that maryland should not be a high tax state, but is having a detrimental impact requested governor this gives the findings. the press office said millionaire households actually increased by 19% since the took office in 2006. some charge the study is incomplete because it does not cite specific reasons why people left. >> the report does not present any evidence at all about tax .olicies or people's motivation >> the study finds the largest jurisdictions it is from 2009-
